Legal Compliance:

Employers and landlords have a legal obligation to ensure that electrical equipment is safe, and PAT testing is recommended to ensure they meet with this obligation, however there is no legal requirement implementing PAT. 

Inspection:

PAT testing involves a visual inspection of the appliance, its plug, and lead, as wel as electrical tests to check for potential safety issues, this is commonly done with the use of a calibrated PAT Testing equipment.
